Windows creates locked files on my OS X share

I'm having an issue that's driving me nuts. I have a Mac mini that is sharing a 3tb USB drive. I can see it and read/write to it just fine from both the windows PC I have as well as from my MBA. On the windows PC I have utorrent installed and it writes any downloads directly to the 3tb USB drive on the Mac mini. In that respect, everything works fine. The issue i have is that the resulting, downloaded, file is locked when accessed by either of the macs. I can simply unlock it, but it's a big hassle when there are many files. What is causing this and how can I stop it?
