Windows Drive not recognized by the Option menu on boot

I have a Windows 8.1 install from my 2012 iMac that I made with Winclone and cloned to an external USB hard drive.

It boots on the 2012 iMac but doesn't show up on my new 2019 iMac when plugged in. The bootable wininstall USB does show up.

I tried using Paragon hard disk manager to convert it from a hybrid to a GPT partition, fix the boot.ini, and run other operations, but that didn't work.

Any ideas?
