how can I backup my windows external HDD (650 gb) to a time capsule (1 tb) ????
 
I suppose your external Windows HDD is using NTFS or FAT32 or even exFAT as file system?
If so, TM won't backup such formatted HDD.
You may need to manually backup your data to another HDD via network (connected to the TC).

Of what? Manually backing up or connecting the HDD to your TC?
For both procedures there are many guides available.

Btw, what format does the external HDD use and to what exact computer is it connected to to?
Finder > select external HDD >> GET INFO >>> Format
