Windows Right-To-Left Keyboard Shortcut Question

Hey,

I type in right-to-left language and in Windows in order to move the cursor to start writing from RTL we use the Ctrl + Shift Combination.

I tried that out but it didn't work. Can some one please point out how it can be done?
