So i repartitioned my hard drive today to give windows more room on the HDD. It looked fine on the mac partition reading mac= 285gb and windows=214gb. When i reboot to windows it says that i have mac=265gb and windows=199 gb. whats up with that and what is the actual amount of gb's on my hdd. could i have lost space by repartitioning?

I think thats the standard formatting lost experienced by every operating system. Does your MacHD when right clicking and saying Get Info show the same amount of space that Windows shows?
 
Windows uses 1 GiB = 2^30, while newer OS X go for 1 GB = 10^9.
That's why the numbers are off by a factor of 1.073741824...
