What have you got loading on startup in XP? Also, attaching external drives or other storage devices will delay Windows startup as the OS scans all such devices as it's starting.
hold down F8 on boot and pick the option that allows you to choose 1 by 1 the drivers and system files that are loaded into memory. then check what is the culprit and deal with it booting in safe mode.

yea i got fed up and held down the power to like screw it up on purpose then it started up really fast cause i deleted something and i had to resart and stayed on the welcome screen for years lol so then i held down the power button and there we go its good wierd ....
