So I get stuck at "setup is loading windows" No matter how clean the disk is, so I think it's time to move to seven.

1) Can I even do a fresh install from 7 right onto a fresh partition? I really don't want to have to buy vista as well.

2) When I've loaded 7 on there, should I install 3.1 right away or install 3.0 first, then 3.1?

1. Yes. As long as you buy the Windows 7 OEM and not the upgrade, you do not have to have a previous version of Windows to run.

2. Install 3.0 first. 3.1 is an update from 3.0, as far as I am aware.
 
In fact, a clean/custom install from XP is the only way to go from XP to 7. You can only do an in-place upgrade from Vista.
