I want to wipe my Air complete and then only add the stuff i want back via my External Hard Drive.
I searched for answers but wanted to make sure nothing changed in these past couple years as the answers i found were years old.

As far as i understood i open Disk Utility and Select my Hard Drive and erase it, then i just re download ML from the app store? and add the files i want back on my computer.

Just wanted to make sure.
 
The easiest way would be by using your recovery partition. Reboot and hold down CMD-R. It will go into Recovery Mode, where you can erase the drive using Disk Utility, and then reinstall Mountain Lion. It will download ML directly, provided you have previously installed in on the Mac. You won't need to go back into the App Store.
