I have a buyer for my MB and want to clean the HD before I give it to him. What is the best process?
 
Put the install DVD in and then hold the C key as the computer starts up. This will take you into the setup options for a new installation of OS X. Before you do that though go up to the top and go to the disk utility - choose "Erase" and then use a multi-pass wipe to zero out the data.

I do not have a startup disk, do I need to create one or should I have it?

You'll either need a OS X install disk (doesn't matter which version) or an external firewire drive to wipe the drive, as far as I know.
