Wiped my Mac and my Email accounts are still there inactive?

I just wiped my MBP and re-installed High Sierra. When I go to Mail, it somehow has all of my email accounts there, though they are inactive. I did not backup my Mail or use a Time Machine backup. Where is this info being saved????

Is your email account(s) linked to an icloud account/apple id/droobox? If you signed in on any of those, possible that system will also be associated to your email.
