So I have an iPhone 4S and my wife has my old iPhone 4. We're both running iOS 6.1.3 with Verizon Carrier Setting 14.0. I have been getting WEA alerts for a while, and my wife started wondering why she doesn't receive them. According to Verizon, the iPhone 4 is a compatible device. It's running the latest software, but the option at the bottom of the Notification Settings pane isn't there on the 4. Any tips to enable this?

If the setting is not there it is not supported.
 
But Verizon specifically says it is. And we're in NYC where it's definitely supported as well.
