Wireless hardware not detected on late-2009 iMac

After changing to a SSD on my late 2009 21.5 inch iMac the wi-fi hardware is not being detected running 12.11.x. I was able to get it back at least once by performing a PRAM. I've upgraded it to Sierra and High Sierra with the same results. I ended up getting a different Airport card for the iMac. That didn't initially work also but after doing a PRAM and a SMC reset it did but after I shut if off a few times the hardware was not recognized again.
Any suggestions on what might be the problem is appreciated.
