Wireless Mouse Not Scrolling up, down left or right?

I followed these instructions but this is not possible because Point and Click does appear to allow Natural Scrolling. Any ideas?

How do you scroll with a Magic Mouse?
To enable right-clicking and natural scrolling:

1. Click on the Apple logo in the upper left corner of the screen and select System Preferences from the drop down menu.
2. Click on Mouse.
3. Select the Point & Click section.
4. To enable natural scrolling, check the box next to "Scroll direction: natural."
