With iCloud Photo Library, are wallpaper photos set to the full resolution?

I have the iCloud Photo Library set to optimise photos for the device and not store full res photos on the device (full res is stored in iCloud only).

So to be sure, when I set a wallpaper from my photo stream in iCloud library as my wallpaper, is it at full-resolution or reduced?

Well do you notice any quality degrading when you set a wallpaper from icloud?
