With iOS 11, do we still need the Documents app?

Hello, last year some of you mentioned using the app Documents as some kind of user accessible file system. A guy at Apple told me yesterday that now iOS 11 gives the iPad a file system. In this case, is it still advisable to buy the app Documents? What can it do that iOS 11's file system can't?
