Just wondering, with the usb read & write functionality in ios13, would it be possible to use my iPhone or iPad to write raspberry pi images to sd cards?

Would save me getting my computer out every time I wanted to do it?

Or is this limited to the files app?

Nope. That would require in most circumstances for there to be access to low level disk functionality like partition manipulation, file system creation etc. Also, the actual file system you'll likely be using on a Pi SD isn't, and probably won't ever be, supported.
