iPad Wondering what tweak this is?

Hi this is my first thread so sorry if I did something wrong. Alright so I was wondering what tweak (I think it's called a tweak, I'm new to jail breaking too lol) anyways what tweak lets you open multiple windows/apps on an ipad? I have yet to jailbreak but if I can get this tweak then I will definitely jailbreak. Also one more question. does anyone recommend jail breaking an I pad 3rd gen? Would it cause any problems? Thanks!
