Won’t connect to other devices

Ok so I may know the issues but I’d like to clear it up. I have both air pods pros and air pod max’s. I will put my max’s on and they will connect to the Apple TV instantly however they will not switch to my other devices. Is it because I have the AirPod pros synced to them as well and only one set will connect? I thought they would seamlessly attach to the TV, Mac etc as I used each device separately.

They will connect if you are logged into your Apple account in system settings and Bluetooth is enabled. But only if the currently connected device isn’t playing audio. If this doesn’t work then how do you connect manually? Do they simply appear in the sound output devices list and connect immediately when you select them?
