I have run into the same problem running Word 2008 for Mac. As of right now there is no work around that I could find. The problem is Microsoft has not added Arabic to the list of languages that Word for Mac works with. The text is there but it does not format correctly. MS Word for PC does format correctly. If you are running Bootcamp or Parallels/VMWare you could use that.

I use Apple Pages. It formats correctly. You can export as a Word doc or into a PDF. the iWork suite is not that expensive either. At least not MS Office expensive.
