Wordpress: Friendly To The Visually Impaired?

i got this friend who would love to create a website/blog. the thing is, he is visually impaired and he wants to create a site for the visually impaired, blind etc.

is wordpress good for this? or is there a cms that is friendly to these type of group?

I know this is an old post, but I thought I'd share my experience.

My wife is visually impaired and loves to blog. So I installed wordpress for her and it seems be working really great with her screen reader software on her pc. I know it's not a mac, but everything else, she uses the mac with voiceover.
