'Work' Focus not working properly?!

I've set up a work focus in settings to only allow calls from my Favourites whilst I am at my work location, however, my iPhone 14 is still ringing when an unknown caller calls my number (I can even see the Work Focus icon on my screen so I know its currently active as well) ??!

This shouldn't be happening should it (I'm on iOS 15.4) ?

I can only conclude that ALL of Apple's Focus options are broken.....

Setting up a new Focus to only allow calls from the selected contacts also then allows an unknown caller to call me??!

Its ridiculous.....
