My question might have a quite obvious answer, but neither was I in a situation where I needed such a workflow, nor am I familiar with MacOS at all. I just switched 3 days ago from Windows to MacOS.
So I have an Macbook, which mainly is used by myself. However I have someone who needs from time to time get some work done (for me) on the same Macbook as well, and therefore I want to have two Users on the Mac. The important thing however is, that I need total access and control over the files which are created and edited on the other User Account. But it shouldn't necessarily be the the other way round (at least not total access, or Administrative control over the System).
Since I will create the second Account on the Mac, I also know the password and I could of course just switch Accounts all the time when I need a file, photo or whatsoever of the other User, but this is rather cumbersome and I guess it would also effect negatively on my performance&battery running all the time 2 accounts simultaneously in background.

So is there an option that I have immediate access to the files which were saved in one "side account" without having to switch to the other User? It would be also enough that some folder are shared on the computer, so that everything in some certain folders are visible for both accounts, or only for me but not opposite.
 
Yes it’s possible, you would need to set up the second user account, then on your account you can change the file permissions.

In your account click on the Finder Icon

Macintosh HD > Users > “name of user you set up”

then right click on any folder you would like access to and click get info.
