World phone locked to carrier....

Do you guys think each individual 4s will come from the factory locked to one of the 3 us carriers? Or do you think they will somehow lock it at the store? I'm just curious because since the hardware is exactly the same it would be pointless to package them locked to one carrier causing the stores to run out of specific carrier versions when otherwise they either have them on all 3 or they don't.

It would certainly make more sense to do it that way, but I'm not sure how the lock process works so maybe they can't do that

at the end of the iPad 2 launch all the apple store had left was Verizon iPhones because all the resellers were shipping them overseas. So I think it would make much more sense to have apple lock the phone to the carrier your purchase it for instore.
