There is a local cell store selling open box iPhone XR’s. I’m assuming they are returns due to the Face ID error as the ad says no Face ID. They want 349. What do you think? I don’t mind using the passcode but could the Face ID problem be indicative of other issues?

It means that the screens have been replaced. So you have to wonder about the quality of the replacement screens and how well the job was done. I agree with BeatCrazy. It's better to get a brand new phone.
