Would iOS be adding country codes to calls when I travel?

I had an iPhone 4 in Canada and I just moved to Korea and got a contract here with a new iPhone 4S.

I restored by old iCloud account, contacts, messages and everything else and I noticed that some of the numbers I call here in Korea still have the country code on the calls (even though I removed them manually from the contacts).

Does my phone think I am still in Canada because I did the restore?
