So on default settings mail just fetches data when you pull to refresh manually. I want to know if I change the settings for it to fetch data every 15 minutes it would negatively affect battery life.
 
Technically, yes. When you have the phone check for mail every 15 minutes, it's going to drain your battery faster.

However, it's probably not going to significantly change it. In fact, if you are likely to manually check for new email more than once every 15 minutes, it's probably better to have the phone do it automatically.
