Would reloading help? Also can I just do a fresh Lion install?

So lately I've noticed my Mac has just been "sluggish." I don't think it's a performance issue as I ALWAYS have activity monitor open, and I just upgraded to 8GB of ram, which makes a difference for more powerful things like Photoshop, games, etc. I'm talking about things like opening up a new tab, or opening a finder window, or looking at photos in iPhoto. It just seems really slow. Would doing a fresh install help things do you think? I'm currently running Lion. So also, how would I do a fresh install with Lion? Would I have to first do a fresh install of Snow Lion and then upgrade to Lion?

Any help is appreciated!!!
