Would Time Machine "Migrate" Old Apps?

Hi,

I have upgraded to SL and all went well, but now I would like to do a clean install. My questions are:

1. After a clean install, can I use Time Machine to get back all the apps? I don't want to re-install all those apps.

2. Any difference between an upgrade vs clean install?
