I know this is wishful thinking and it's not all that easy to innovate yearly, but don't you think Apple should provide all the bells and whistles to their annual upgrades? This, I believe, would motivate themselves to continue thinking outside the box and release more unpredictable things every year.

I mean now it's just all expected.
Every year gets faster chip, maybe better camera, more pixels etc.
For example, they released the 1st gen mini KNOWING this year will get Retina. Now they know next year will have Touch ID.

Where else is the motivation if they leave things out knowing to hold for the next year?

No idea what you are trying to say.

I think they did a great job today.
