If anyone here uses the WSJ app on their iPad, could you confirm whether the "now" edition will automatically download while on cellular data? If so, do you know if there is a way to disable the updating while not on WiFi? I want to subscribe and use the app for the morning print edition, but don't want to blow through my prepaid data while reading it due to "now" edition updates.

the WSJ has incredibly good support. Email them or give them a call. I'm certain they will be able to help you.
 
I think it downloads on WiFi

I use it all the time - and I'm pretty sure it downloads on WiFi when I'm at home. Actually, on my iPad, I also just use Safari and go to the web site, but when I use the app, it's not using cellular - except if I'm not on WiFi.
