Wtf No Thetering On 3g With 3.0 For Latin Amer

WTF!!! I just got a call from my carrier company and they told me that thetering wouldn't be avalaible for 3G users on Latin America due to a SOFTWARE ISSUE, that the OS 3.0 that Apple send through iTunes to Latin America doesn't allow it. Is that true? Anyone else having this problem?
