So I am trying to use xbmc on my ipad to access my movies on my external HDD plugged into my Airport Extreme. When I am in the house It works flawlessly connecting over wifi, but if I try to access the HDD when on LTE it wont connect to the hard drive. Any ideas? Kinda noob at networking.

Did you open XMBC ports in your firewall on your router?
 
I thought that the only way for xbmc or any media player similar is that you need to be connected to the network the external hd is connected to. So if you're on LTE, you can't access the external hd because you're not on the network.

You've got to open ports in your firewall, then use your public IP as a second connection in XMBC. I've done it for Plex and it's worked great.
