Earlier today I attempted to update Xcode, but an error occurred. I have since deleted Xcode 4.6 and updated Mac OS X to 10.8.5 to see if that would help. I am now redownloading Xcode and so far have not experienced any relevant issues, so I think I found the solution.
 
iOS 7 was released today.

In general, you are more likely to encounter download errors, poor server response time, and similar issues on the day of a major Apple software release. Sometimes the problems can last for a few days.

It has always been this way, and probably always will be. Plan your own updates accordingly.
