I've tried installing Xcode twice, and both times Xcode won't open, there' some sort of error occurring.

I've got the latest version of Snow Leopard installed, and looking on the Apple site, I've got to pay to download Xcode. Has Apple disabled the installation Xcode and only allowed Xcode to be bought from the Apple website, or what's the deal?
 
So I downloaded that, and I'm still getting an error occurred and it won't open. Do I need to configure some stuff in the OS settings?

I have Mac OSX 10.6.3
 
I don't know, I just uninstalled it, and thought that perhaps because iTunes didn't quit soon enough during installation, and that I didn't restart the Mac after installing, that perhaps I could try that.

I did all that on the next installation, and it worked, I have a working Xcode now.
