Has anyone noticed that the XR seems to be $50 above MSRP at Walmart? They're advertising $100 off iPhones with an installment plan, but are taking that off the increased price, which in reality ends up being only a $50 discount. Seems a bit deceptive to me.

It is but they aren’t the only ones selling the phone. MSRP is just the manufactures suggested retail price. It’s not in the business favor to go over it since you’ll lose business
