iPhone XS XS - Trying to group text all contacts, no work!?

Just had to press every contact in my XS and add them to one message... 91 in total, pressed send and the ! mark is popping up (not sending)...

Any idea?
 
Are they all on iMessage?! If people are not on the same platforms then there could be issues sometimes deciding which network protocol to use to send the data on.
