Xserve ftp timeout(passive mode/10.6.1)

Hello,

We are currently using a ftp with passive mode. For some reasons the people transfering files to us experience random timeouts. Whenever we turn passive mode off it works fine but for other reasons we can´t do that. At the moment we are sitting on a fairly poor connection and the files being transfered is everything from 50 too 150mb.

Any help is highly appriciated!

edit:The error we get is (425) Can't open data connection.; which i belive is a firewall issue. The question is how do i fix this?
ftp services added in the firewall:
Trivial FTP
FTP Service PASV port range
FTP server
