Does anyone know how to reset acl permission on a Xserve 2009 version? I have tried to do it with command+r and it doesn't take me to recovery like it does on my MBP server.

You have to boot from its recovery disc, if it is running 10.6 or older. The Xserve does not support internet recovery.

I'm running 10.9, but since it is older would it be the system limitation preventing the internet discovery? What would be my option make a bootable Mavericks dvd or could I boot the server into target mode and connect it to my MBP and do the reset option from there?

You are not able to boot into internet recovery because that system is too old. If there is a recovery partition on that machine, you can boot from it.
