When I turn on the rMBP from shutdown it asks for my password with Yosemite with no backlight.
After I log in the back light turns on...
Anyone else? Is this a bug? I think it is stupid not to have it on during login.

You need to go to system preferences/Security and Privacy and turn off fileVault
it will ask for restart. FileVault encrypts your hard drive, thefore nothing will work until after you have entered your login password. Once you turn off FileVault backlit will work upon login screen before you even have to enter your password :)
