Is it (finally) possible to store photos app library over NAS (in my case WD MyCloud 4Tb) and sync one library with all the devices? I don't want to pay lot of money for cloud space and keep my iphone with 16 gb always full!

Any advice to manage it?

No, you can only sync the photos app with iCloud photo library. Use the tools that came with your WD MyCloud.
 
WD apps does not work very well. Any other way to sync centralized photos library with different macs?
