As from now, it looks like you can't do a 'restore' anymore without activating your phone, so you can't activate it unless you're on an official carrier.

When you plug in your iphone and click on it in iTunes, you won't see the normal menu's/tabs anymore but you go directly to the activation window (http://images.appleinsider.com/itunes-iphone-act-step1.gif) where you can only go further if you activate your phone.

Apple's new way to prevent people from hacking the phone?
 
dont know if this helps but, i bought a new iphone on 14 december 07 and when i connected my iphone on xmas day to my pc. This screen came straight up, what i done was put my iPhone into recovery mode, which then in itunes gives you the option to restore, (i think)
