"You Control: Tunes" Windows Equivalent?

Is there a Windows equivalent to the program "You Control: Tunes"? My roommate saw me using it and likes how when the song changes you don't have to be in iTunes to see the album art and song. I posted a link to what I'm talking about (I am not spamming just want an answer) title.http://www.yousoftware.com/tunes/
