I'm trying to update an iPad3 and an iPhone 4S to iOS7, via iTunes, and I'm getting the error

There was a problem downloading the software for the iPad/ iPhone. You do not have permission to access the requested resource

Is this going to be an issue because of Apple servers being overwhelmed? Or is something else afoot here?
 
I haven't been able to update because of this error either, I've been trying every so often for the past few hours and still no luck.
 
Resolved

Signing out of the iTunes store and back in again worked for me. It had me verify my account information first, but afterwards, the download finally began (despite partially downloading and failing the first time).

Of course, the current ETA is a 3 hour download, but it's better than nothing.
