According to the report, Apple believes that this new strategy will help it improve sales of the iPhone. I don’t understand how, as it would have been better had it been the other way around. If the base model came out first, then people would upgrade to that for the latest and greatest iPhone, and then upgrade again to the Pro model half a year later.

So the author thinks people will start upgrading twice a year? What planet is he on?

Obviously releasing the iPhone 18 a few months after the iPhone 17 would be idiotic, that's never going to happen.
Staggered releases in the future make sense, though, it could drive more interest in the iPhones as they'd be released more than once a year. Basically, if someone at Apple calculated that this would boost profits, they will do it. As these devices mature more and more, I imagine Apple will have to find new ways to keep sales up, and separating their release dates may be an easy way to do that.

But the article is awful, though. Click-bait.
