Trying to decide between getting my first ever iPad. Want the iPad mini 2.

Should I either get

A. 16GB ipad mini 2 AT&T from Swappa for 275$

B. 32Gb Wifi ipad mini 2 wifi only 319$ from Apple

Both will be factory sealed.

Question 2. If I get the Apple one, I can get free engraving. and can't i use my phones LTE to make a hotspot for my iPad if I'm in an area with no wifi?
 
I suggest going with Apple, it's a better deal. 32GB is always better than 16GB. And yes you can use your phone as hotspot, but make sure you have unlimited data to do so.

iPad Mini 4 is great but if you can get the deal you mentioned i'd go with the mini 2 as it is still amazing. To get the mini 4 is an extra $200 bucks, though you do get better RAM, processors, wifi 802.11ac, better camera, and more storage.... again it's a bit more expensive though.
 
If you are buying the Mini 2, get a used one or a refurb from Apple. I wouldn't pay Apple's retail price for a 2 year old device.
 
Is it worth waiting for black friday deals on the mini 2 and 4?

Obviously - as the name suggests Black Friday will bring you a "deal". Now there are no deals. Unless you have are lining up a gift before then, or something dire, like your livelihood, "needs" that iPad; it will obviously be worth waiting for Black Friday.

If you think you might want a GPS device, consider an iPad with cellular service. Only the cellular ipads have GPS, and they're really good for it; large enough to show a decent size portion of a map, while small enough to easily be placed in the passenger seat of a car. GPS is the main reason I got an iPad mini with cellular.

The main reason for getting an iPad mini 4 instead of a mini 2 is it's likely to be able to run the latest iOS and software acceptably for a longer period of time. Right now, while the mini 4 is a bit snappier, the mini 2 works great. But you'd probably be able to keep the mini 4 longer without being tempted to upgrade. Another reason for getting the mini 4 is it has decent external speakers. They're not great, but they're far better than the mini 2 which are way to soft to be very usable. In your shoes getting a new device I'd get the mini 4, but then I make great use of my mini.

Yeah I plan on using this for 5 years ish. About as long as I use my MacBooks for

I think that's sound. The updated specs of the 4 make it much more future proof IMHO. I'd personally rather shell out a bit more on the front end and be happier for longer than spend a little less and be frustrated with performance.
