"Your request is temporarily unable to be processed" message on iTunes

Let's see if anyone has any ideas here. We got my mom an iPhone a few days ago. When we went to create her an account on iTunes, we can get all the way to the credit card screen and then when we click "done" and pop up window comes up and says "your request is temporarily unable to be processed. Please try again later". This same message comes up when we tried it on 3 different macs and also her iPhone. It has happened for three days.

Thanks for any help!
