YouTube app, can you change the video quality?

As the title says can you change the quality you watch it in as it defaults to the highest one and if it's in full HD then it takes forever to buffer, or just won't buffer. I'd like to choose 720p or lower just so I can watch videos. I have the same issue with the iPad with the old native YouTube app.
