YouTube constant interruptions/reloading?

This is new within the past few days. When watching YouTube videos, the video will cut out, reload with that little spinning circle thing, and then pick up where it left off. Tried clearing cache/cookies, restarting computer, etc. Nothing fixed it.

Anyone else seeing this issue? Maybe it's on YouTube's side?

Anyone else? This is probably the easiest issue to weigh in on and feedback could save me from having to wipe my drive
