Is there any way that I can have YouTube play in high quality over 3G? It's so annoying that every video is forced into low quality when my 3G network is more than capable of playing it.

There is a program called "3G" that will let you select to use 3G on programs that mandate a wifi only.
So you may disable WiFi, and let that program instruct the iPAD to run YouTube on 3G.
I think it is good only for JailBreak iPADS

I don't believe there's an iPad 2 iOS 5 JB yet :/
