I'm not talking about ads. AdGuard is blocking 100% of the ads for me. It's the rest of everything else that's screwed up.

For starters, YouTube is hellbent on playing back every video at 360p on my 70mbps connection. Manually selecting it to 4K and everything plays back smoothly. Open another video, and it's back to 360p again. Lather, rise and repeat.

The odd occasion it does start from 4K at the get go, all it takes is one stroll down into the comments section for the video to stutter for a second and drop back to 360p. And it's not like the stutter happens because the video ran out of buffer, it's just totally random.
 
I stopped using Safari a long time ago. Too many odd things pop up all the time, like the one you mentioned. Especially, on YouTube.
I suggest Brave browser. It blocks ads on its own, without any 3rd party extensions and the performance it there. And it's not Google ;)
